This is known as a Japanese sugar shaker. Or some list it as a hair pin holder.
It has Geisha girls, raised gold moriage markings.  I do not know if gold is real.

A lot of duplicate ones say "Satsumo".

The red image displays a Chinese porcelain reign mark, which indicates the period during which the item was made. 

The mark is a six-character seal script mark, typically read from right to left and top to bottom. 

It reads "Da Qing Qianlong Nian Zhi" (大清乾隆年製), meaning "Made in the Great Qing Dynasty, Qianlong Period". 

The Qianong period was from 1736 to 1795.

Translation

Top right character: Qian (乾隆)

Bottom right character: Long (乾隆)

Top left character: Nian (年)

Bottom left character: Zhi (製)

Full translation: "Made during the Qianlong reign" (referring to the Qianlong Emperor of the Qing Dynasty)
